Building Guide & Walkthrough - (Version 2)
As of the Whacking Day 2013 Update, the building progression has changed. Previously, all the "Side Quests" for each building had to be completed before moving on to the next building. This is not always the case anymore; you can complete almost every "Main Building" after completing the "Main Quests" for the previous building.
BUILDING COSTS HAVE CHANGED!
1. Each building has a "base cost". This is the cost that is posted.
2.
After you reach Level 23, the price you pay for a building appears to be determined by your level. There is a multiplier applied to the base cost of each building. Here are the multipliers and levels.
Level 1-22: no multiplier (buildings should cost the price that is posted, in theory)
Level 23: 1.3x
Level 24: 1.3x
Level 25: 1.4x
Level 26: 1.6x
Level 27: 2x
Level 28: 3x
Example: You reach level 28 and your next building is the Businessman's Social Club. The base cost for the building is $63,000. The level 28 multiplier is 3. So, $63,000*3 = $189,000 cost to build. (Multipliers don't apply to standard houses and extra Kwik-E Marts/Gulps/Krusty Burgers; those costs appear to always remain constant. Also, some of the non-progression buildings and the side story buildings don't appear to be based on the same multiplier. Sorry there is some math and confusion involved, but the game files and the building costs are a little odd.)

Building/Quest Notes:
1.
There are certain quests/tasks/challenges that are required to be completed before a building can be unlocked.
2. Each building has the characters needed to unlock the building. Each building also has Main and Side Quests associated with it (when available). Each building has a list of Required Quests & Levels. These are requirements that are CODED in the game files; it is unclear if all of these requirements must always be met, but they are listed for informational purposes.
3.
YOU MAY UNLOCK BUILDINGS IN A DIFFERENT ORDER THAN IS LISTED IN THIS GUIDE! I will try to list the buildings in the most likely progression order, but buildings may unlock in a slightly different order.
4. All of the buildings that come with characters are Main Story Buildings (except for Skip's Diner). For the most part, you advance to the next Main Story Building after completing the Main Quests associated with the previous building.
5. You can now have multiple progressions (main and side story) active at the same time. At minimum, you must complete the Main Quests for each Main Story Building before advancing to the next main story building.
6. For the most part, you will advance to the next building when you complete the Main Quests for each building.
7. The prices of many buildings have changed since this was started (the later buildings, mainly). The lowest, bold price is the most recent price of the building (from the game files and from users in this thread). This is the price you should expect to pay. The higher price listed in (parentheses) is the price of the building during initial completion of this guide. These will be kept for historical purposes, and allow users to see what buildings may drop in price.
Buildings are classified in 4 categories:
1. Main Story Buildings (these are buildings that come with characters (and Skip's Diner))
2. Side Story Buildings (these are buildings that don't come with characters (except for Skip's))
3. Non Story Related Buildings (extra Kwik-E Marts/Krusty Burgers, Pimento Grove, Post Office, etc)
4. Aspirational Buildings (Escalator, Popsicle Stick, Magnifying Glass)
Quests are classified into 2 primary categories (in this guide):
1. Main Quests - These are quests that are crucial to unlocking a building.
2. Side Quests - These quests are activated after a building has been unlocked.
(Most other quests are dynamic (quests that keep popping up like Grampa's Tell War Stories). Not all quests will be listed here, especially dynamic quests that don't relate to the building progression.)
Most buildings have a payout schedule that gives $$/XP. Cleetus's Farm and Channel 6 have different length tasks that you choose (these are referred to as "Farms"). Springfield Elementary, Moe's, Town Hall, and Police Station don't payout, but can be vandalized by your friends. Bart's Treehouse, Retirement Castle, and the Nuclear Plant have no payout, but characters can be sent to do tasks there (along with the 4 vandalize-able buildings), as does Springfield Downs which has no payout, but does contain a mini-game (referred to as "Casino").
Under each building, there is a list of "Required Quests" and "Required Levels." These are quests and levels that are coded as "requirements" in game files. There are conditions to these requirements, so it appears you do not always have to complete ALL of the the required quests for all buildings. If you have completed all of these requirements and have not been prompted to start the building, then you may want to exercise some of the troubleshooting options.
Troubleshooting: (Try these steps if you are stuck.)
1. Have ALL of your non-premium characters free at the same time. This should activate the next quest in the progression.
2. If no new quests are activated, check your "Task Book" on the left side of the screen. Are any of those quests listed for the building you are trying to unlock? If so, complete them and continue on the progression.
3. If no new quests are activated, try storing the building that came with the CHARACTER that prompts the next quest. (If you have multiple of a building, store ALL of those buildings.)
4. If storing the building doesn't work, you can try selling and rebuying/rebuilding the building associated with the character whose quest won't activate.
If you ask for help with quests in this thread, please LIST ALL THE QUESTS IN YOUR TASK BOOK. This will help nice users pinpoint if you need to finish more tasks, or if you need to try something else
User Notes:
1. I am not an EA employee; I created this guide because I was having trouble building when I first started playing, and figured others may be having the same issues. It is now MUCH EASIER to build most buildings!

Tips
I know this event is tough, so here are a few tips for getting the most snakes as possible.
1. Get an Egg Buddy.
2. Don't try to get all 5 (or 10) snakes in every town. I have the License that allows 10 Whacks. I can find most of the snakes in about a minute. It can take me 2-3 more minutes to find that last snake or two. In the same amount of time it took me to find those 2 snakes, I could have visited two more towns and found 15+ snakes.
If you spend a bunch of time finding all the snakes in every town, it will be a huge grind, and it will take about 5 hours to get through 100 friends. If you want, you can always go back and find the missed snakes if you have the time/willingness.
3. If you are going back to collect snakes from towns you already visited, there is an audible Snake Hiss when you enter a town that still has snakes remaining.
WHY AM I LOSING SNAKES? (Fixed?)
1. (Possibly fixed) On some of your friend visits, snakes are released from your inventory. These snakes are able to be tapped in your friends town, in addition to the 5 or 10 snakes from your License. If you don't have a License, you may want to wait on visiting friends because you will end up losing Snakes without the ability to recollect them. Keep track of how many snakes you "lose"; there will be that many "extra" snakes for you to Whack. If you "lose" Snakes entering a town once, you will "lose" Snakes if you re-enter, so Whack all those Snakes in one visit!
2. Lisa's Quest: "Release Snakes from Another Town" prompts you to a menu with many of your friends listed. The # below the name is most likely how many Snakes that neighbor has collected. It appears to be best to select Other Springfield when doing this task. This task appears to removes Snakes from your friends inventory, and not generate new snakes. When a neighbor does this to you, 5 snakes are dropped from your inventory, but 5 snakes are available to be tapped in your town. You may get some eggs back, but you can still re-tap these snakes.
Event Stuff
1. The currencies for the event are Snakes and Eggs. Snakes are used for winning prizes. Eggs are gifts that you can leave in your friends' towns.
2. Snakes will generate in your town for you to Whack. According to the game files, a snake will generate every 8 minutes, whether you are online or not. It also says there is a maximum of 50 Snakes you can have "banked". (This hasn't been tested, just observed in the files.)
3. Snakes and Eggs are earned by Whacking "Animated Snakes" in your town, and your friends' towns. To Whack a snake, enter "Baton Mode" by hitting the snake icon in the upper right portion of your screen. Then whack away. Every Snake you Whack will always give either a Snake or an Egg.
4. You cannot Whack Snakes in your town until you complete Whacking Day #1 challenge.
5. After you complete the Whacking Day #1 quest, and then earn the 2nd Whacking Day Prize (Expert Whacking License), you can Whack Snakes in your friends' towns.
6. You can Whack 5 snakes each day in your friends town with the free License, or 10 snakes each day with the Premium License (50 Donuts, and only available when you earn the Expert License).
These snakes generate when you enter your friends' town, and do not take away from any potential snakes your friends can collect. Tapping snakes in neighbors towns doesn't "steal" Snakes from your neighbors.
7. Visiting some neighbors towns will remove Snakes from your inventory. Those "removed Snakes" are converted to Animated Snakes that you can Whack and gain Snakes and Eggs.
8. You can leave as many Eggs as you possess, or as many as your friends building/decoration capacity will allow.
9. To leave Eggs, enter the "Egg Drop" mode by hitting the Egg icon in the upper right when you are visiting a friend. Place it like you would any decoration in your own town. You cannot collect Eggs in your friends' towns.
10. To collect Eggs left in your town, enter "Baton Mode" and Whack the Snakes after they hatch. Every Egg you hatch yields a Snake or a Donut. There is a 1% chance you can win a Donut from hatching an Egg.
11. To generate extra Snakes to Whack, some characters have tasks that pay Snakes. (Homer, Ninja Homer-Premium, Cleetus, Millhouse, Ned, and Lisa all have tasks that pay Snakes.
12. Lisa's Quest: "Release Snakes from Another Town" prompts you to a menu with many of your friends listed. The # below the name is how many Snakes that neighbor has collected.
It is best to select Other Springfield when doing this task. This task appears to REMOVE Snakes from your friends inventory, it DOES NOT GENERATE NEW SNAKES. After you do this task to Other Springfield, visit Other Springfield and you should find MORE Snakes!
13. Premium items (Snake Rocks, Snake Stump, Hollow Snake Trunk) can be purchased for Donuts. These items generate Snakes on a 4 hour schedule. If you buy these items, you can get good results by placing them in your town's "Landing Point" (where you immediately enter your town). That way, courteous friends can tap these items when you're away, and help you regenerate Snakes faster!
14. The Snake Speakers cost 50 donuts and are used to attract Snakes. Tap the Speakers to activate them and attract any nearby Snakes to them. The "magnetism" radius is coded at 20. Place any Speakers near your premium Rocks/Stumps/Trunks or many Eggs, activate the Speakers, then Whack those Snakes as the hover around the Speaker!
I don't buy Premium Items, can I finish get all of the prizes?
As of April 11, you have 28 days until the event ends on May 9. You need 12,500 Snakes get all the prizes. You need to earn about 450 Snakes per day to finish on May 8th (being safe and finishing a day early!). This is by far the hardest event to complete, but the free prizes require the effort. A player that visits 100 friends every day should be able to get all the prizes pretty easily. The 500 potential extra whacks from visiting friends is a key component to racking up snakes and winning the prizes. Constantly doing the character tasks that yield Snakes will help a little, as will the Snakes that automatically generate every 8 minutes. This truly is a social event.
Whacking Day Prizes: (Snakes are cumulative; you DO NOT go back to zero snakes after earning each prize. These prizes are earned as soon as you have enough Snakes; after #1, they are not dependent on the Whacking Day quests.)
