Sorry, but this is not very noticable in practice! Your top ranked players are using fully cheating mod apps, and although reporting, they are kept in the game, while it is so obvious. These cheaters just laugh because nothing happens to them. So telling you are doing everything is absolutely not true. And it is getting worse and worse. Every step you do and every update you perform is in their favor. The community knows you are doing nothing, on the contrary.
