I hope the balance impacts all tiers. The tier 1 recommendation is 3 units at gear tier 5. That may not get you past the first round battle. I put mats into the team thinking I could get well past the minimum needs to beat tier 1. The 3 are now at gear 8, lvl 85 and have my best mods, still not strong enough to get through tier 1.
