I think that this is the idea. He will have the pretaunt - as the healthiest ally and with the instakill immunity cat will be unable to do anything. Furthermore if somehow there was a unit with super high single fire damage, that would be able to kill maul and by-pass all the web of descent stuff, maul will revive. Really cool thematic kit(just his kit, not the team unfortuantelly - I hope we will see a new maul that would fit with savage or with his new padawan in the new show) and really nice touch that he isn't restricted to be only with the stranger. I can see him being a really good tank with cere and malicos and gac, but we shall see.
Does it says "mark the healthiest Unaligned Force User other ally"? No. So I.m assuming yes, Maul himself can be marked. "the last block in particular can do a lot to keep his allies safe" losely confirms my point
