I'm not sure how decreasing the enemy cooldowns helps us?  Won't they do that ability more and cause us more frustration?

No cause one it starts on cool down meaning it takes to turn three instead of turn one...two it's taken it's bonus turn away, means it doesn't get that extra turn meter cooldown meaning the cool down of three is effectively the same as two if droid doesn't get the bonus turn.
