Re: INCREASE LEGENDARY CHARACTER CHANCES!
For those who aren't use to playing games that have legendary drops like WoW, CS:GO, Overwatch, etc. you need to realize the point of a character/customization being rare isn't to make the players grind for hours on end and come up empty and miserable but to give those who have the characters unlocked feel special about something and give the player a sense of a new bragging right.
It's rarity is what'll make unlocking it have you feeling ecstatic and like you've won the lottery and even more eager to show off online. I guarantee if for whatever reason PopCap made Legendaries easier to get and then you see tons of of players running around with them, they'd lose their value and become annoying OR once you've unlocked everything you'll feel like you have nothing left to unlock anymore until the next DLC...
