If you've installed SimCity Complete Edition, then all expansion packs are already installed. Cities of Tomorrow is the dlc that changes gameplay by adding new mechanics like the Academy, futurization, megatowers and OmegaCo. The Heroes & Villians, City Sets, Airships & Amusement Parks are all additional items that you can plop in your city. You should be able to see these ploppable items in the menu choices.

For instance, to get new buildings in a French architecture, you would go to the City Specialization section and under landmarks, choose the Eiffel Tower. Once you plop the Eiffel Tower, any new buildings constructed around it will have French architecture. (existing buildings will not change, you have to bulldoze them and then they will rebuild in the style of the landmark). In your game, look under Landmarks. If you have Big Ben, Eiffel Tower and Brandenburg Gate, you have the British, French and German city sets.

Some of the items require certain unlocks before you can use them (for the city landmarks, you need to have a tourism extension on your city hall), but the game will tell you the requirements if it's not already unlocked for you.
