Sometimes, when a NPC or clickable thing doesn't show up, try switching instances or going to your stronghold and back to the planet, that usually fixes it.
But now that you reset the quest, you have to redo everything. And you're right, only subscribers receive help, but only with important quests like class quests; even as a subscriber you would not receive help with this quest because it is a side quest.
