Fleet store is is on a different timer to the rest of the stores, which refresh every 6 hours. Fleet store refreshes at 12:00, 18:00, and 21:00 (adjusting for time zones, its 12, 18 and 21 hours after your daily reset). Note there is no midnight refresh, so the store contents are not replenished for the 15 hours between 21:00-12:00.

Does this explain why your purchased items are remaining greyed out?
