I play on PS4 so this may not be as relevant but I hope it may at least help somewhat.

I had the same issue with one of my packs, I would suggest clicking on the pack as sometimes it come up with something like 'download to play'. If so, you may just need to check your downloads folder/menu and ensure that it has installed into your device (and therefore, it should be in your game). 

Also ensure you have your sims game updated fully, as sometimes this can be an issue when installing new packs.
