I'm having this same issue since the most recent patch. All other upgrades to tubs work except for Water Regulator and H2O Siphoner using either regular upgrade parts (common/plumbing) or Eco Parts. The sim waves their hand and gets the thought bubble associated with a blocked path, despite the tub being interactable for every other function.
Yup! Same here! Glad its not only me experiencing it, sure the Sims team will come out with a hot fix for us soon.

The sims team doesn't seem to know the word soon... it's now nearing October and I'm still having this issue. The fact that they have updated spa day, since this issue started with tubs, shubs and apparently showers, without fixing it first, is just hysterically frustrating.
