I got the same problem and i think i got what you have to do.
I got an error 1601 from skype thats saids: ''windows installer service could not be accessed Error 1601''

Lets see if it works out.
EDIT: This fixed it for me tweaking.com download the program and follow the steps it will repair everything in your windows thats broke so you got that too
