[ECO] Energy-efficient upgrade doesn't make fridge more efficient

What expansions, game packs, and stuff packs do you have installed? All expansions except Horse Ranch, all game and stuff packs.
Steps: How can we find the bug ourselves? Check power consumption rate in "Show Bills Information" screen before and after installing the energy-efficient upgrade on a fridge
What happens when the bug occurs? No change in power consumption
What do you expect to see? Decreased consumption after the upgrade is installed
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Before documenting these screenshots, I first removed my mods and localthumbcache file, and brought up the save I created the other day for a different issue which had never been played with my mods installed. I had my Sim read Handiness Vol 1 to get up to level 2 handiness, then ordered some upgrade parts on the computer. I moved my Sim to one of the empty lots in Newcrest and added nothing that uses electricity to the lot so I could control for as may factors as possible.
Step 1: No traits or challenges, no objects that use electricity on lot, for our baseline:
Step 2: Added IceBOX Vintage Refrigerator to the lot. I chose this one because it's base-game and off-the-grid compatible, which will come into play later:
Step 3: Installed the Energy-Efficient upgrade to the refrigerator:
Hmm. No change.
Step 4: Sold off the original fridge, so we're back to baseline power use. Set the lot off-the-grid and added the Geothermal trait so I'd have a totally consistent power generation source. Waited to get the "You are generating a power surplus" notification before continuing:
Step 5: Added a brand-new IceBOX Vintage refrigerator:
Step 6: Installed the Energy-Efficient upgrade to the new refrigerator:
Still no change.
This is where it gets interesting, and how I even noticed the issue in the first place. The 2 refrigerators that come with the Cottage Living expansion are off-the-grid compatible, and as far as I'm aware they're the only ones in the game that allow you to Turn Off Utility Use on the fridge. So I sold off the second IceBOX and moved onto the Old King Kool fridge from Cottage Living.
Step 7: Added the Old King Kool to the lot and turned off utility use, so I could compare to my baseline:
So far so good.
Step 8: Turned on the utility use for the stock Old King Kool:
Step 9: Installed the Energy-Efficient upgrade on the Old King Kool:
Still no change... BUT....
Step 10: Turned utility use off and back on again:
...and NOW we can see the difference! Um, until the lot is reloaded, anyway:
(But it least with this fridge it can be fixed.)
So, to sum up: The Energy-Efficient upgrade doesn't take effect until the next time the refrigerator is powered on, only most of the refrigerators in the game can't be powered off in the first place, and the couple that can need to be on an off-the-grid lot to even have the option. Each time to lot is loaded, the refrigerator's power use needs to be toggled again for the upgrade to work.
