@Petrollika hi there, have you tried going to an existing household. Say the Goth family for example and seeing if you can modify their appearance?
You could also power cycle your console and see if that helps. Instructions here:
Sometimes it helps restore broken or lost function.
I'll test this on my Xbox Series X too.
Edit: tested and working okay on Xbox Series X for me. Hopefully power cycling the console will help restore the function for you but if not then a reinstall of the game may also help. But it's time consuming so I'd try the power cycling first.
