Automatic Breakups Barely Happen

What happens when the bug occurs? Sims will have their romantic boundaries broken repeatedly, but the game does not give any signs of a breakup, despite the setting clearly stating sims will initiate a breakup when romantic boundaries get triggered. And I know there are notification warnings, but those have not once popped up at all. I did see someone on twitter have them work so I'm not putting it as 100% of occurence.
What do you expect to see? I expect sims to initiate a break up if the setting is turned on.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
I spammed so many romance interactions so sims trigger jealousy and the jealousy IS triggered and the cheating is happening and giving moodlets as intended, but not once did I get a warning about a break up or a break up straight up.
