The Costume Party is not available with Limited Edition. You would need the Digital Deluxe Upgrade in order to play with the Costume Party. The Spooky Stuff Pack also has a costume-themed party, called the Spooky Party.
EDIT: Oh, and regarding the issues with the Sims not moving in x3 speed, I'll refer you to a post from SimGuruNick:

In this case, why does it show in my bucket list if it is not available in my game? That's pretty odd....
