sounds like you're starting a new game each time you want to add a new family.

The way adding a new family was changed a few patches ago and you don't do it anymore from the main menu but from within the game.

So load the game you are currently playing and click on the create a Sim button in the lower right corner of the map screen. This will take you to CAS where you can create a new Sim to be placed in that game.

If you want to re-use your other Sims, use the Load button and load each game you have a family in, save them to your library, then go back to your main game and place all of them from the library into your main game.
