@aramadilyish Try running Origin as an admin: right-click on the shortcut and select "Run as administrator." Then with Origin open, do the same with TS4_x64.exe.
If that doesn't help, please make sure that Windows Defender's Controlled Folder Access is either inactive or has exceptions for Origin.exe. TS4_x64.exe, and TS4.exe. With a third-party antivirus running, Defender should be shut down entirely, but some people manage to have both active at the same time. Here's how to find the settings:

If that doesn't help, pleae try disabling your antivirus, at least temporarily. It does need to be ruled out as a cause, especially these days: since the November patches, Sims 4 is being blocked by default by a number of programs.
