So your issue does sound like it's related to mods.  First, check that you have the most recent and updated versions of your mods.  If you have the most recent versions, the best thing to do is move your mods (maybe create a temporary folder on your desktop for them) and delete the localthumbcache.package file located in the Documents / Electronic Arts / The Sims 4 folder.  That cache file may carry effects from mods even when they've been removed so that step is important.  Then open your game and see if the skills panel is available.  If it's working as it should, then you can test your mods, adding one at a time (deleting the cache file each time) to see which one is causing the problem.
