With reinstalling the actual settings are not changed. What you could also try as a reset is
to delete the settings file and start the game to create a new one. Other then that I must say
I am clueless unfortunately.
i did delete the settings ini after i reinstalled
if you tab out and in a few times you will get good fps.. 😉

This did the trick for me, oddly enough.. tabing in and out a few times.
Glad it worked for you! 🥳

im having the same problem. i got a 970GTX and an intel hexacore running windows 10. i get 60 fps in the menu so i know my refresh rate is set right but when i go into game my gpu only uses %30~ and im getting 20 fps. i tried setting the game to run as admin and compatibility to windows 7 but nothing fixes it. i just installed the game and i havent fiddled with any game files yet so as far as im concerned theres no reason this should be happening. i know when my brother played on his comp he was using a 760gtx at the time with windows 7 and was getting a solid 60 fps so idk whats up but its ruining playability. if i wanted low fps id buy a console...

it seems as though its a windows problem cus thats the only thing that makes sence. ive had some glitches with windows 10... im just glad this game doesnt make my sceen go black and cover up every other window making it impossible to see task manager like some of the older games do.
11/01/16 that tip still works dude. LOL
