probably port forwarding is the next step. Thats when you push a port threw the firewall. This is going to be head banging, according to google nortan still does its old tricks of not allowing even after you forward it anyway.
1. Open Norton Internet Security.
2. In the Internet pane, click Settings.
3. Under Smart Firewall, click Configure next to Advanced Settings.
4. Under Advanced Settings, click Configure next to Program Rules.
5. Search your application on the list, and click on Add.
6. In the Add Rule wizard, select the action that the rule should take, and then click Next. (Allow)
7. Select the type of connection that the rule should monitor, and then click Next. (In and out)
8. Select the computers that the rule should monitor, and then click Next. (Any computer)
9. Select the protocols that the rule should monitor.
10. Select the ports that the rule should monitor, and then click Next.
11. If you want the logs for this rule to be saved, check Create an event log entry, and then click Next.
12. In the "What do you want to call this rule?" box, type a name for the rule, and then click Next.
13.Click Finish.
14. Click Move Up to move the rule to top, and make it a higher priority.
If you are playing on PC, please enable the following online ports on your connection:
TCP: 80, 443, 9988, 17502, 20000-20100, 22990, 42127
UDP: 3659, 14000-14016, 22990-23006, 25200-25300

if its not working now. Unistall Nortan. Its not for gaming. Try AVG if you want to pay for a product, internet security best on planet. If you dont want to pay grab Avast or something simular. Windows security essentials is a good bit of software aswell. If this did not work then lol its your router. However i really dont think it is in this case. However before you start google your router model + error message if there has been any problems with it. Guides for forwarding ports on your router can be found here : http://portforward.com/ - However i honestly cant convay to you how much i just know its Nortan. Come shoot me if your wrong when we fix you.
To remove nortan :
- unistall (threw control panel) it after backing up the key , will be under about sumwhere
reset your pc then run the removal tool underneath - This needs to be on every Nortan users PC
