"This player can not be banned" message? Why can't I ban toxic teamkillers in my server? Please help, this is becoming a SEVERE issue! We are being harrased daily by the same people!

I have a hosted BF4 server on Playstation 4. I cannot ban players on the server even though it is on ranked settings.
Has anyone else had this issue? Are any BF4 Playstation 4 admins on here having issues with the rental servers?
The server is on ranked settings. The server is active running normal maps with 64 players.
When in the game you go to ban a player the error message you get – “The player cannot be banned” If you are n the menus and you go to ban a random player the error message you get is – “Servers cannot be reached. Please try again later”.
The player is added, however, they are still on the server. The same goes for when you are trying to remove a player from the ban list – the error message “servers cannot be reached. Please try again later”. You can add people to the wishlist and add new admins but cannot ban or remove players from the ban list.
Yes, I have done all the troubleshooting steps that have been advised on this forum. Resetting network restoring, rebuilding etc. I am using a PS4 and the issue still occurs when using a PS5 Console.
Is anyone willing to help me out with this issue? I can add you as an admin and you can see the issue I am having.
Did you check your BAN list yet? Maybe you reached the max amount of banned people.

My server ban list has only 60. The max I believe is 100 and still cannot add or get an error message when removing players - “Servers cannot be reached. Please try again later”. Please test this for me. I can add you to the admin list?

Have you tried banning via Punkbuster? Use the top left key ` to the left of 1 to bring down the console and type...
PB_SV_Ban [name or slot #] [displayed_reason] | [optional_private_reason]
Removes a player from the game and permanently bans that player from the server based on the player's guid (based on the cdkey); the ban is logged and also written to the pbbans.dat file in the pb folder
