Now, I'm not saying it didn't happen that way, since AFAIK, no upgrade in minimum accompanied any new expansion type add-on, however, early this week, EA managed to screw up the Origin local client software. The in-Game Overlay component is royally screwed for quite a number of game players. Not a majority, I don't think, but many, for several games.
The people who are affected can obtain some relief by disabling that component, however, it is critical to making matches for multi-player modes, so if you don't enjoy playing alone, that's no real help. There has been no official advice offered that I have seen, about how soon this foolishness will be corrected. In order to make the change, if you are not already running Origin with Administrator Privileges enabled, you will probably have to engage that setting.
If it does help you, there may be other Inquisition players having some difficulties due to Oblivion, not necessarily because of the new content.
