Make sure you have all available Windows updates installed.
Can you check if the same issue occurs when you play on one of your other monitors?
Maybe disconnect your Occulus and check on the issue again.

I personally dont think that the oculus could be the issues as i had mine connected aswell and didnt have any issues, but yeah, this seems more like an issue with the nvidia controller panel. Try to reset it to defaul settings and than disable VSync, thats how i could fix a similar issue I had in BF1

I never touched the NVIDIA control panel
at the point where i have had issues with bf1, i havent touched it either :D so i would still suggest giving it a try, just in case 😉
