Used Origin, Steam, Uplay and "Epic" games are garbage. Basically, you bought a coaster for your drinks to sit on, or something to go on a shelf if you like it.....otherwise just throw it away. Why, you ask...simple...when you use a code on these platforms, it unlocks that game on your account forever more"or until they go out of business..." and thus you don't need the game disc or code ever again. When they sell the new code, it is good for unlocking the game ONE time on ONE account. When someone sells you a used code, then you are trying to get whichever company to GIVE you a game because they have already unlocked the game on another account. They can't take that game away from the first person to use the code, and thus there isn't a reason for them to basically give you a game just cause.
They don't get any money from the resale of games....one of the major reasons they have gone to this online account based setup.....and thus your issue is with Ebay and the seller of the "used" game since they are basically selling you junk or at most a collectible for a shelf. If you want the DLC, then I would watch Origin sales, and see if you can't get the Game of the Year Edition, which will have all the DLC and is often on sale for 10$ US, when they have major sales.
So basically, never ever buy a used game that is code based to one of these platforms.....I would also watch out for code sellers, ie the major discount code sites, as they often sell junk too, or pirated codes, codes bought with stolen Credit cards and sold to them, or codes for other countries, which may not work. Some code sellers are ok...somewhat...but it is easy to get burned there too.
Edited to add....Origin right now in the USA seems to be running a sale by my screen, with DAI at about 16$ GoTY, and Digital Deluxe for about 7$.
