Douglas Costa EA FC 24

I saw that Douglas Costa wasn't able to be included in Fifa 23 due to late licensing or something of that matter. However, is there a particular reason why he would not be included in EA FC 24? I am on the beta and not only is he not in ultimate team, but he also is not present in kick off either, thanks
