trouble purchasing DLC in Sims 4 (error code #54005)

*i'm on PC, Windows, and use the EA App*

on either the EA app or in the desktop version, everytime I try and buy sims 4 DLC (multiple packs at the same time in the shopping cart or trying to by just one game at a time) with PayPal OR credit card, after I have put in my information and the DLC should start installing, I get a pop-up message about there being trouble with going through with the purchase, to try another way of payment or to wait to try again (with the error code #54005). the issue is not on my credit card's or PayPal's end because the payments register in both (with them waiting for EA to accept the payments) but the purchases are marked as FAILED in my EA account under order history. the issue is clearly on EA's end so please help...

    Please try the following to clear this error up:

    • Use a different payment method
    • Make sure your billing details in the EA app match the billing details for your card
    • Remove and re-add your payment method from your account
    • Make sure the location on your account matches your real location
