This could be permission based from what I've been seeing others experience. Have you tried adjusting the UAC settings?

Is your Xbox Gamertag the primary Xbox Game Pass membership or is it being shared to you by another account on the console?

@EA_Blueberrythe gamepass is a PC only account, i do not own a console. I had som trouble with the gamepass account at first, however now it works fine i do not know if its related but i get a warning that my microsoft store account is not the same as my xbox account.

Hey man I bought EA play on steam a few months back got rid of it then bought it on origin on the 12th to get back into Battlefield 4. I went to download the DLC and it won't let me install it. Says I own it so I can't buy it so I have no clue why I can't download it.

I've seen rare cases in the past where a previously owned game was disabled when an EA Play membership was involved. It generally happened when the EA Play membership expired.
