Drsgonage inquisiton dlc leveling

i have recently decided to play dragonage inquisition and i am offended by the kack of trsnsparency regarding levelinng for the dlc... apparentpy its difficult.. fair enough but si are some regions before you meet the reccomended level so my confusion lies in the level scaling.. dragon age does not scale levels in the entirety of the game so why when starting the dlc does it change a fundamental aspect of how the game works.... there is no option to make the game easier not even by leveling up
