@iisshhaa Have you turned high-detail lots up to the maximum setting? That's a huge memory hog; I play with the setting on 2 almost all the time. The water setting also uses more resources than it should; try turning it down to "mirrors only." And let me know whether you've taken steps to cap your in-game framerates yet. While this shouldn't affect RAM use, at least not much, it's certainly necessary for a relatively fast card like yours, and the game's own fps limiter doesn't work.
The dxdiag from your new PC also shows a number of errors related to the graphics driver. Since your driver is several months old, you can simply install the newest one from Nvidia:

Choose the custom option and check the box to perform a clean install; restart your computer after it's done.
