Sims 3 mods folder won’t work

I have a new windows 11 laptop where i downloaded the sims 3. i downloaded the framework setup from mod the sims like usual, and after everything i’ve done it doesn’t work. The no intro mod won’t work, NRAAS won’t work, no mods work. i successfully had mods in my old laptop, and now in this new laptop it will not work. i tried replacing different resource.cfg files posted by other people and that didn’t work. at first i had a permission access denied error in my folders (not sure if that happened because it’s a new laptop) i fixed that, gave myself permission on the sims 3 folder but it still won’t work. I don’t know if this problem has to do with my computer not giving me permission to certain files and folders despite me being the administrator of my own laptop. I have tried uninstalling and reinstalling sims 3, the framework and the resource.cfg file and nothing works. Please help i am very frustrated and confused
