Tiger has an exclusive license with 2K and is an executive director for the 2K golf games, so he's going nowhere till that deal ends.
Tom Watson and Gary Player are already in the game, so they should be added like Jack was.
I love the Legends of the Majors mode in Tiger Woods 14. Bring back as many of the legends from that as possible...and maybe add some new ones from the 1990s and beyond, like Nick Faldo, Ernie Els, Vijay Singh, Payne Stewart, Fred Couples, etc.

Absolutely miss the Legends of the Majors in TW14. TW14 was the most complete golf game I played. It had great selection of players & legends, super player customization and super gameplay. It would be nice if current game could have all those legends from “Legends of the Major”. EA UFC 5 has all their legends available. I don’t understand why PGA Tour can’t follow that model.

Legends are nice to have, but they don't need to be in the game for a PGA Tour game to be completed. Even less Tiger, he barely compete these days. I like Tiger too, but I have accepted he's working for 2K and I will have to play PGA 2K23 if I want to have him in the game.
but if you want legends it is not complete without woods as him and niklaus are the best 2 ever
