This is how to spawn him!
1. Get the painting of tragic clown, If its not there, try using the cheats windows and put in hidden items.
2.View the painting, Make the sim view it by pressing on the painting and press view.
Now, the clown would appear from a different route. If you interact with it, it would give you sad and gives you different options. It stays at your house for 24 hours.

@TheStunningGamer, well, sort of....! In theory, that is exactly how it is supposed to work, and at one time it worked perfectly; however, at the same time all the Townies started walking around with outlandish clothing from every clothing category, the Tragic Clown became broken. 😞 Oh, he or she will still show up, and the Tragic Clown will indeed be perpetually sad -- they just won't look like a clown and they will not make your Sim sad just by being nearby since that ability comes with the Tragic Clown outfit, which the Tragic Clown no longer wears.😢
I know it is the suit that gives the TC the ability to make everyone around sad because I have a family of clowns with 2 of them wearing the suit. They are my La Rue family that is in the Gallery. The "Tragic Clown" that now spawns when you view the picture will always be sad because they always have this personality trait, but without the proper suit, they cannot make other Sims sad just by being nearby. 😕 Here are some pictures of what the current Tragic Clown might look like. The first two have the Tragic Clown in an astronaut helmet and the last one is the woman on the left with the clown hair, but yellow pants and blue shoes:
