Another possibility is the fish tanks if you choose to buy fish by clicking the tank. Those fish still need to be manually named or they go foul but, the description of them does not not have a quality display and, they do not emit a green fog so, it's hard to figure out that the fish are the problem.
SOLUTION: open the tank, sell all fish, buy new fish, name each one. They will not go smelly again.

I'm going to mark this as solved as I believe there's always a reason for the moodlet.
Trying to summarize
- Spoiled food in inventory
- Bad Fish in fish tanks
- Popcorn machine (even if nothing looks spoiled)
- Some hidden left over plate somewhere
- Fridge or any of the machines with spoiled food in it.
- Broken Washing Machine

Another thing it could be is when your sim is eating and your dog is begging for food there is an option to give your dog some food. Your sim puts down a little piece of what your eating on the floor, if the dog doesn’t eat it your sim will get the “dirty surroundings” moodlet. I went to build mode to move the rugs around to see if there was trash underneath them and sure enough there was a piece of food intended for the dog under there causing the moodlet. Hope this helps anyone who needs it 🙂
