The framed photos you should be able to put on the wall. Is that not the case?

Some of them hang up just fine. Other small items, like some of the candles or little trinkets also won't go on a shelf. I have lots of shelves, but nothing that will go on them. No error messages or anything, just..... the item won't get off the floor, even with cheats.
Please specify the names of the shelves and the Items.
