Newcastle knockdown/revive shield not recharging

when I play Newcastle as soon as I spawn in the knockdown shield has 50 health instead of the normal 200 additionally if it gets broken it never recharges this happens no matter the rarity and whether it gets broken when reviving someone or when I'm down
