On screen overlay effects ruin fps.

Where did the issue occur? In a match
Which part of the map or menu were you in? If you don't remember the exact name, please describe the area or what you were trying to do in the menu. Location doesn't matter.
What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. Using Bloodhounds ultimate, getting hit by Bangalores ultimate, being in Bangalores smoke, using Wraiths tactical and ultimate, getting hit by Caustics gas, getting healed by Lifelines drone, having low hp, when you finish healing (both health and shield), getting shot at (both with & without armor), getting hit by an arc star, being outside the ring.
Did your squad mates also experience the issue? I don't know
How many matches had you played in a row before the issue occurred? Seems like the issue was prevalent ever since I started playing (~Feb. 25), but only noticed it lately.

How often does the bug occur? Every time (100%)
How severe is your issue? Major impacts to gameplay
What happens when the bug occurs? FPS drops. The drop varies by the amount of (I presume) alpha overlays and their complexity (not sure about complexity but it seems like it does matter). I.e if you were to be healing from a lifeline drone whilst being outside the ring and also getting hit by Bangalore's Rolling Thunder all at the same time, your fps would tank hard.
What should be happening instead? Not sure. I imagine there should be an fps hit by about 1-4 fps (varying on different pc's of course), but definitely not major drops like 10-30 (I get about 90-100 fps on average).
Steps: How can we find the bug ourselves? Already specified in the "What were you doing when the issue occurred?" question.
