Wraith's kunai takes longer to activate tactical/ultimate

What happens when the bug occurs? Using Wraith's kunai (heirloom) delays time for tactical or ultimate to start after pressing button, i.e. it take longer for you to go into void or use ultimate if you have an heirloom equipped when compared to having no heirloom equipped.
What should be happening instead? Same amount of time for abilities to start regardless of whether heirloom is equipped or not.
Steps: How can we find the bug ourselves? Reduce time taken for abilities to start when using wraith's heirloom, such that it is equal to time taken without heirloom.
