Yeah, it's going to take a lot more than 10% dmg reduction to make either of them viable.
Fundamentally Caustic is made weak by:
- the map (few enclosed spaces)
- the fundamental mechanics of BR (keep moving!)
- the anti-synergy he has with his team mates.
His redeeming feature is that he's strong in the very early game, where combat is hectic, players are poorly equipped, and TTK is long enough for the gas to matter.
Beyond that though, he's mostly a liability for the 99% of teams (and majority of legends) who are focused primarily on mobility.
Skills wise Gibby really isn't all that bad, but 10% dmg reduction doesn't do nearly enough to mitigate the ease with which he can be hit.
With the recoil patterns & bullet spread of guns, I wouldn't be surprised if Gibby receives ~50% more damage due to his larger size.
Moreover it isn't just the increased damage, it's the slow inflicted by these hits and the further consequential damage this lost manoeuvrability causes.
I've no idea how to balance Caustic, but Gibby would be much improved if he didn't suffer any slowdown from being shot.

The only weapons affected are the sniper rifles and those weren't the issue at all for caustic and gib which are supposed (from their abilities) to be used in CQC or at the very least short-medium range.
