It does NOT one shot level 3-4 helmets.

  That’s why you want a level 3-4 helmet.
  You get a higher level helmet so that is reduces the BONUS damage from headshots.
  
  Purple/gold helmets mitigate the bonus damage by 50%.

    yeah you guys are right, i was never lucky to HS someone with lvl 3-4 helmet :D
