The thing to remember, as with every questionable implementation of statistic gathering, is that it affects all players equally. You may have an instance here and there where you feel you deserved the kill but didn't get it, and one match later the exact same scenario will work against your teammate - and in your favor. Statistics always balance out in the end, especially if you play enough.

Oh I realize that. But even then, it would be more fair if the most damage was awarded the kill. (Not totally fair, just MORE fair, and not that much more complicated to figure out from a server coding perspective.)

"the kill score should go to the one who did the most damage leading to the death... Otherwise, the incentive will be let the other guy do the work and clean up after his clip runs dry."
Conversely, if it was done the way you would like: if I see you unload into an enemy, break the shield, and then do even more damage before you run dry, then where would be my incentive to finish him off knowing that I'll only get a paltry few points of damage? And I'm not convinced that there are very many players who are actively scouting to steal squadmate's kills, let alone are capable of finding the opportunity and capitalizing on it.
From a coding perspective it would be just as easy to give 9/10ths of a kill to the guy who did 90% of the damage, and 1/10th of a kill to the guy who did 10%, regardless of who fired the last bullet. Most fair of all? I mean, a k/d is always full of decimal points anyway, so why not?
