Legend buffs/nerfs
Bloodhound Buff - Tactical could last a few seconds longer. Gibraltar Nerf - Gun shield has health based on what colour knockdown shield you have. White 25hp, blue 50hp, purple/gold 75hp. Lif...
A lot of these changes made a lot of legends incredibly powerful to a point where a lot of abilities are very busted and thus leaving any other abilities that aren't nearly on par completely useless. It goes the same for any nerfs on legends that are either already ok or just need slight adjustments.
Bloodhound, If you make their tactical last a few seconds longer then we are going to be back to season 6 Bloodhound where their ultimate always had you scanned with only about a 1 second grace period. That coupled with the fact that a 120 degree, 75m range scan, that requires no risk or skill to the Bloodhound themselves, giving off an almost 6-7 second scan would be incredibly powerful and make them one of the best recon legends again.
Gibraltar, not only is this not a nerf nor is it an effective one this indirectly buffs him, especially in the late game where you would probably have a purple/gold knockdown shield. It also doesn't make sense considering he uses his gunshield to defend himself not his knockdown shield.
Lifeline, The first change makes no sense considering it is proven she has multiple docs and that they are mass-produced anyways. Her drone can also be destroyed but nobody shoots it. The second change is confusing since there are no specifics on how it should scale with the ring round since you gave 4 rarities with there being 7 ring rounds, nor does this fit her character. Perhaps instead, her ultimate can either stay the same, bring down her own miniature flashpoint, or bring down her own res beacon since all of those tie into a medic-like character. The final change is not only unfair because you can infinitely respawn your teammates in the same place but it would make more sense to give it to a hacker-type character like Crypto who has the technological ability to manipulate the gear and machines around him but put a cast time and a limit onto it.
Bangalore, so you just want her to be a faster, smaller frame, Gibraltar/Caustic/Newcastle that takes normal damage? Imagine trying to shoot her and getting no aiming reward for actually hitting her. At least the fortified brothers have a way bigger frame
Pathfinder, I like the first change but not the meds on ziplines
Wraith, I only like the going through doors part since going through walls would be really strong and she could potentially get into some game-breaking areas like Loba could with her bracelet
Caustic, agree
Mirage, pseudo agree. His decoys are still a little finicky specifically when you are controlling one. A controlled decoy should stay at the same speed as Mirage at all times and it would be cool if you could use your tactical next to a zipline and send a decoy down/up a zipline. One last change is I just recently found out the Seer's ultimate shows decoys with a white scan and the real mirage with an orange scan, I believe this change should be reverted. Also, I wish they would fix the bug where if you throw out a decoy sometimes it just automatically dies when before it starts moving.
Octane, Not only has wall running been confirmed to not come into this game as the main ability but Octane is in a good spot as the fastest Legend in the game. No changes are needed especially not to his jump pad.
Wattson, so you just want her to be absolutely busted once she puts her ultimate in a building huh? This change would allow her to sit in a singular house for all eternity and never have to worry unless there was a threat of a Crypto somewhere.
Crypto, I personally do not like this idea for a change because it removes the puppet aspect of Crypto's character. Not to mention seeing what Crypto sees kinda defeats the purpose of being a Surveillance Expert and would also guarantee that he is hit by his ultimate 100% of the time. After playing the Season 12 buff I do have suggestions for qol and buffs for Crypto. Some could use some testing but they can be found here: https://docs.google.com/document/d/1gJw4JdR8BaAG0GNuJ15KCsZ297aILSc8xEnwJU8kfqo/edit?usp=sharing
Revenant, I like this change completely. The only thing I would add is building more upon Revenant as a creepy spider-like attacker that could appear from anywhere. With this, I would give him the ability to freely climb up, down, left, and right on a wall and make it slightly quieter. To reduce the odds of Revenant staying in one spot for lengthy periods of time you could give him a stamina bar similar to Valkyrie's fuel tank that displays how much climb he has left and resets when he stands on solid ground.
Loba, these are good changes, I would like to add a new feature to her bracelet which allows her to recall it in mid-air by pressing the ADS button. This can still be noticeable and maybe even cause a sound when she does recall it. Recalling her jump drive will cause the ability to go on a 15-second cooldown rather than 25-seconds
Rampart, agree until we see the complete use of her most recent buff
Horizon, Not only is this change unfair but it also doesn't make sense. You have almost reverted Horizon back to her season 7-8 counterpart while also giving an ability that is not only risky but borderline useless and won't work. Reviving someone takes 5 seconds and you have automatically kicked off a gravity lift after 2-3 seconds. Not to mention the animation would be strange and why try to revive someone when you are floating into the middle of the air, completely exposed, and unable to shoot?
Fuse, agree however, I don't like the inconsistency of his ultimate when it first starts. Sometimes I am able to slide jump out of it and take minimal damage while other times it does full damage. Its lethality is confusing and could be adjusted to feel more consistent
Valkyrie, your bias is clear with this one. Overall I never believed her kit to be super overwhelming it is just fundamentally really strong with your squad and herself. The only nerf I would give is to increase the time it takes before she is allowed to launch after priming her ultimate. A friend of mine has also suggested that she requires her jetpacks to be at max or nearly max fuel before being allowed to use her ultimate.
Seer, mostly agree, however his ultimate recently has been on the rise with its strength. They could lower its duration by about 3-5 seconds just to tone it down slightly.
Ash, I believe she could use a qol change where if you mark a death box the Legend names of the squad that you marked should be displayed instead of it just saying "Marked Enemy"
Maggie, the passive change is ok you could just increase it by maybe 0.5 seconds to 1 second. The ultimate change is ok but could be adjusted. You can still increase the duration but by less than what you said. You could increase the stun duration that it does slightly and also allow it to be primed on all platforms with a guiding line that shows a 1 bounce ricochet line like Fuse's grenadier guideline with a frag grenade.
Newcastle, these changes could cleanly and unfairly put him above Gibraltar as the best defense legend. His abilities being virtually indestructible as well as uncontestable would be incredibly strong. Especially since he is already in a decent spot he is now with him and Rampart being the only 2 Legends that can place cover in a very open area and make that area playable.
Overall, in my opinion, a lot of these changes were incredibly harsh and either buffed a legend into being borderline uncontestable, strayed away from the purpose of that legend's ability, or nerfed a legend to where their abilities in comparison were just not nearly as good as the legends you just buffed.
