If you think about it, it would be very difficult, and most likely just create other problems, to legislate and actually enforce such rules when it comes to player behavior. Bottom line is that when you choose to play with randoms, you just have to accept that you will be teamed with two randomly picked teammates with random playing style and random ideas how to play this game.
Sure they could simply make it bannable to leave the game, much like in ranked but just stop think about that for a moment. Since you have played 1500 h in this game, you know as well as I that some randoms just dont match well, playing style wise.. When I play pubs, MY preference is to fight and die like a team... You dont run away and play for "placement" in pubs so if my team gets pushed and I start fighting and dies and then realizes that one of my teammate ran away as soon as the fight started, I will instantly leave. Imagine the nightmare if you have to stay and wait until you get executed and for your banner timer to run out... But the thing is: I dont blame my teammate because HIS idea to play this game apparently is to avoid fight and try to get a good placement, play "smart" as he probably would have put it. Who am I to dictate how he should play the game? Just let me gtfo of this game and start another.
So I only see two possible solutions:
1) Accept that playing with RANDOMS in this game is exactly that; RANDOM players with RANDOM playing styles. If you want player with matching styles, you have to play with premades.
2) They could possibly implement a check box if you dont allow leavers and then match those players together. BUT that might affect the fairness of the matchmaking. I am fairly sure that most of the highly skilled players would NOT check such box whereas more below average skilled players would. So I dont know if its good idea to increase that probability that the best players in each lobby end up in the same team as well as the worst end up in the same
