TOS Abuse reports leave somethnig to be desired

I just returned from a match in which our random typed "F-in Stupid" to us in the text chat (typed in full, nat abbreviated as i just did to avoid swear filter).  I immediately received an automated email that this was not found to violate the TOS and no action would be taken.

What does someone have to type in text chat in order to face any consequences??
