Account Linking Issue – Steam Progress Overriding PSN Progress

the issue is not that Steam was linked first but rather, that you relinked your PSN account. Progress is tied to the EA account, so if you unlinked the PSN account to link it to another EA account (the one that the Steam account is also linked to) then the PSN progress will not transfer over.

You can try and relink your PSN account back to the original EA account and logging in on your PC with that account, though there is no guarantee that unlinking those accounts to begin with didn't damage the progress.  

It's not possible to transfer progress from one EA account to another.
