Can I keep leveling my Battle Pass after the season ends?
No, the rewards available in a given season can only be earned until that season is over.
Will the Battle Pass rewards for a specific season ever return when that season is over?
All seasonal cosmetic rewards (excluding Apex Packs and content dropped from them) in the Battle Pass are time-limited to the Season. From time to time, some items may come back, but it is up to the discretion of the team.

In practice, the exact items will probably never return. But, we could see recolours of those skins again. This has already happened with some weapon skins from season 1.

Right, we've seen some cases where specific items have returned with different colors. As far as the exact reward tracks from previous season Battlepasses it seems unlikely that they'll return again in the future.

How about bundles with battlepass rewards like jump emotes? Well they're coming back.
Shrugtal, the most reliable dataminer, just tweeted "Marble Goddess returns with Heavenly Strike Prowler around end of August. War Machine returns with Ascension BP skydive emote "Raven Rampage" start of September."
There was also recent item being sold that broke Respawn's promise. I believe it was the Loba's legendary signature P2020 skin. They said that was an exclusive and it was never coming back but came back with a bundle called "weapons of war".
They bring old skins but not the same. Think about wraith's skin. The one which look like 1st battle pass isn't the same.

No, they originally stated in the beginning that all BP items will never come back until they updated their FAQ page twice once seasons 7 and then 10. What you posted is from season 7. The FAQ page's original statement before the updates is as followed:
"Will the Battle Pass rewards for a specific season ever return when that season is over?"
"No. All seasonal cosmetic rewards (excluding Apex Packs and content dropped from them) in the Battle Pass are exclusive to their specific season and will never be available again. Players in future seasons will be jealous of your OG status."
Can now only items after season 10 (Season 11 and onwards) come back? Are like in 10 years the players from season 11 not OG and the players from season 10 are OG lol? Makes no sense for me.
