For now, it's not a good idea to reward the winning team, that would even increase the number of cheaters, willing to do any thing to get those Apex Packs.
But I agree on offer randomly 3 Apex Packs to players (1 per player) that don't quit the game until he or his team is completely finished. The lottery would occour after game end.

  it should be a fair amount of crafting materials or legends coins,
  legend coins should also have a fair exchange rate for crafting material or be able to outright buy skins and apex packs
