Fuse and Caustic Buff/Consideration

@MandatoryIDtag I have but now with the double KC and reduced cooldown time, I think upping his ult would make him too powerful. I don't think it's fair to have a passive, tactical and ult all based on damage. If you can hit double KC on an unsuspecting target you've a 100 or so advantage before you've started firing.

The only change to the ult I would make is to stop the gaps appearing. I had to laugh in the S9 trailer when he uses his ult and the ring of fire is complete ... like that ever happens 🙂
