I do not think this is a MM or Respawn issue. 

Roughly 50% of my games have been top 10 and about 34% are top 3 placements and I am sitting at about a 7% win rate. Playing mostly with Randoms. 

It is probably a skill issue.

Until the matchmaking update of season... 15? 16? Whenever it was, I had win rate that ran around 9-10% consistently. The update made it drop off to 3%, sometimes 4%. Then the update this season has put it right back to 9% A reward for good behavior? I think not. But maybe just for sticking it out....

But I'll also say what I've said before - the win rate is meaningless if you feel subjectively that matchmaking isn't working right or that gameplay is a mess. And I still feel like my matches are overrun with smurfs and that every significant change to the game over the last few seasons has been a disaster. So, no, I'm not really enjoying the wins. I shrug in disbelief at the nature of losses... and I shrug just the same, though for different reasons, when I win. None of it is satisfying.

I've recently started finding other players to play the game with, (and it has been a lot more fun and enjoyable for me).
