Is Ping actually factored into the matchmaking system?

So yeah as above in the title. Getting a little fed up of being shot through cover lol. I've developed a weird tick where I count to 5 everytime i step into cover during a gunfight...and i had one ...

@MandatoryIDtag 3 seconds is a long time! You sure they couldnt barely see a sliver of you? I thought I was in a good position last night before realizing they could barely see my head......after they shot me.

@hayhor Of course they could see me, but I wasn't where the game was telling them I was lol, we were a good 20m away from each other to start with, I duck behind building and start sprinting for a spot to drop a cell or 2, yet get shot clean through the wall.
I'm able to turn around whilst downed and physically watch them run around the corner a couple of seconds later lol.
This example was the worst case I've suffered yet, its generally around the 1 second mark. 😛
